Where does it go??Is it draining down into the engine?? Ending up in the oil??
Bad needle and seat valve and a strong vacuum in the tank?? drawing the gas back through the fuel pump??

It would seem your fuel tank is not venting through the evap system creating such a strong vacuum.
This creates a siphon effect if in fact it is not draining into the engine.
You have pulled the Top off the carb and have seen this??
Then because of the no fuel and mechanical pump it cranks very long before starting??
This is all a guess been a long time since I had a Toyota with a Carb.
