brake and charge light are on

brake and charge light are on
1987 Toyota 4x4 22R
Did a search already and got some good info but no fix. OK bought this truck not running (blown motor). put a motor in it and runs but does no charge. brake and charge light are on. no output from alternator. put a new battery and rebuilt alternator with new brushes. charging know but light still on. getting 14+ at battery while running. Another weird thing is it seems to be dumping a lot of extra fuel. looked at a wiring schematic and it appears the electric choke is on this circuit. lost and looking for any help. thanks
