Question Auto to Manual Swap

All:
I bought a 95 3VZE Runner 5 speed from Craigs list for $650.00 to repair my 95 auto which I smacked the front bumper, grille, and rad support on.
I am going to do the auto to manual swap also.
My question is: When I use the M/T ECM during the swap, will I have to have it reflashed with the VIN of the vehicle that I am putting it in? (can that even be done?)
I live in the Peoples Republic of California, and we are required to have the vehicle smogged (hooked up to the states computer) every two years.
Will the smog Communists detect this anomally? Does the 1995 Runner ECM have the vehicle VIN in its storage somewhere?
Thank you for any answers.
Art.

No reflashing of these early ECMs. They are not VIN specific.

What other issues the kali kar nazis might raise is anybodys guess.

Unless something has changed, i'm pretty sure they only hook up to the computer if its Odb2. Odb1 and older get the timing, sniffer, evap, and visual checks like they have always done.

Smog rules are county specific tiger. For example, where I live, in Lake County-you need only smog the vehicle when it's sold to someone else. Not bi-annually as you claim. People do auto to manual swaps here all the time on all sorts of vehicles. You need not worry.
