Another cold start issue

86 pickup 22r-et. 181,000 miles.

I having issues will cold starts. ive been doing alot of research the past couple days and ive tested a few things.

I pulled the CSI (when the engine was cold) and had someone start the truck to see if it would spray. NOPE!

I then connected power to the CSI directly to see if it would fire. IT WORKED

So that rules out the injector

I then tested the time switch resistance. Im getting 53.5 between the to points when the engine was above 85 degrees. then its getting 70 from terminal sta to ground.. so does that mean the time switch is good?

I then checked to see if the voltage at the injector connection was 12+ while cranked.. Im only getting 9.4 while cranked. WHY? and is that not enough to fire the injector?
My battery is a little old but still hold 12.7 while car is off.

any help would be greatly appreciated

What voltage do you get at the battery while cranking ??

Your resistance is within specs for year and engine.

i checked voltage today while cranking and got 11v

anybody have any tips or something that im missing? it starts after 3 or 4 cranks if i put the gas to the floor while cranking. otherwise if i dont do that it takes a hell of a long time to start
