AC noise and driving question

AC noise and driving question
I'm new to the Runner. I notice when I have the A/C on the engine will cycle bog down then back up its pretty noisy. Also is it normal to be going about 60 MPH and feel the truck go back and forth almost like im letting off the gas then pressing on it? But im not.
