If there is no power to the connection there must be an issue with the wiring between that connection and the fuel pump relay. I would check for any anomilies in the wiring. How exactly did you come to the conclusion that there is power leaving the relay but not reaching that connection under the seat?

Try a jumper wire from the relay?

Because wen I crank the engine the COR will click and open and wen I let off the key it will close. I have the schematic for the full fuel pump wiring system and followed it correctly when checking for voltage. I even bypassed the air flow meter at the diagnosis connector under the hood.

Dumb question... Is there a fuel pump relay under driver side dash? In the schematic it doesn't show another relay after the COR but the relay I'm looking at says fuel pump on the side of it

No "fuel pump relay." Though I've heard that the COR (passenger side) is sometimes labelled "fuel pump." And generic relays (not the special two-coil COR) are also sometimes so labelled.

Just because the COR opens and closes doesn't mean that power is going through the contacts. But the easiest way to check is at the FP connector in the diagnostic connector. With key-on, jumpering FP to B+ runs the fuel pump. If not, check for 12v on B+, then check for continuity to ground on FP (the fuel pump has so little resistance it will show up as continuous to ground.) FP goes straight to the fuel pump, so if no continuity you either have a wiring problem or an open fuel pump.
