92 pickup timing issue

finished doing a head gasket job on 92 pickup. put it all back together fire it up and go to set the timing with the light rotate the distributor to as far as it goes and it wont go past 15 degrees before tdc and it idles around 1000. thought maybe i was a tooth out... rotated the distributor one tooth and i can get it to 10 degrees even 0 but the truck runs like crap.what can i be missing.

It is easy to get a tooth off as you mentioned. Double check that. I install the distributor at the 11 o'clock position and it will rotate to the 12 o'clock. If all of that is correct, make sure all hoses are connected properly and no air leaks.
