92 22re hesitation

Hey men, before I start just wanted to let you guys know I have searched here and google and tried every suggestion I could think or read of.

Its a 92 22re just off a fresh rebuild which was done by a local mechanic shop. It is hesitating at about 1/4 to 1/2 throttle in all gears. When it starts hesitating you can give it more throttle and it will push on thru and run normal. The motor has less than 3000 miles on it.

Things I've done.
Checked and adjusted tps
cleaned throttle body
refurbished injectors
new gas tank and fuel filter
cleaned all fuel lines
new plugs and wires
cleaned afm
checked every vacuum hose for leaks

There is some more things that its doing that might be a clue. When you start it, it idles at 800. If you give it throttle it idles up to whatever and comes back down to 1200. It will not go back to 800 until you cut it off and start it back. Its timed at about 8 BTDC.

It lopes a little when you pull up to stop and have the brake mashed. It only does this on occasion. I tried to adjust it by following a post I read somewhere. It said to tighten the black screw(not sure of correct name) on top of the intake. I have it tightened all the way and it still lopes. The screw adjustment had no effect on the hesitation.

The only idea I have is maybe I adjusted the tps wrong or its something in the brake booster(cause of the loping idle when brake is mashed). I wanted to see what you guys thought before I did it again.

Any help or suggestions is much appreciated. I have been trying to trouble shoot this for uncle for 2 months now with no success. At first it wasn't doing it all the time. Now every time you get in it, it does it.

if i knew how to use a ohm meter this is how I would test my tps.

i think if i keep reading over this info for a few more days I will be able to get mine fixed. also just from reading over stuff on this website seems like 02 sensor sometimes cause this as well as the coolant sensor.

I dont know crap tho so hopefully this bump will get the attention of someone who does
