89' manual carb pickup high idle

recently got passed over the keys to my fathers 89 toyota pickup. From what i understand in the morning it should idle high because it is cold, but after letting it warm up for 10 minutes its fine. However after a thirty minutes of driving to my destination after turning it off for about 5 minutes and turning it back on it begins to idle high again until i blip the throttle. Sometimes it shuts off to me when i am cruising to a stop. A friend of mine said it might be the carbs choke, but i am really unsure since i have never really messed with a carburetor before. Any help or suggestions will be greatly appreciated!

Stock carb or a Weber Carb? Sound slike some what normal behavior from a carb with an electric choke. The electric element cools off much faster than the engine does.
