WEBER carb ?'s, high pitch noise from top of carb?

WEBER carb ?'s, high pitch noise from top of carb?
Just pulled weber from jyard, put it on, runs and what not, but theres a high pitch noise. The opening on top infront of the plates thats always open. I put my finger over it and it sucks on and the noise stops. Any ideas as to why and if I can just block it off? Or is there another way to solve this?
