87 4runner 22re cold start problems

87 4runner 22re cold start problems
This originated as a cold start problem. But with much research I thought I had my issue resolved.
I've ohm checked and replaced the cold start switch and coolant temp sensor. Checked my cold start injector by checking ohms and hooking it to a 12v battery and it operates well spraying fuel. Engine runs great other than hard starting cold.
After my checks and replacing both the cold start switch and coolant temp sensor and triple checking the cold start injector I hooked my volt meter to the harness plugging into the cold start injector and am only getting 3 to 4 volts.
Took off and ohm tested my resistor solenoids, thinking maybe, and it says it should be between 2 to 3 ohms and it tests around 3.4. Not sure about throwing more parts in or deleting the resistors yet without some input by someone who knows more about this beast than I do.
