That is where my problem was so you can reference the picture I posted. Luckily mine was just loose, but it would be easy to replace one of those hoses if that is your problem.
I ran a new line to the front axle to lock the front axle and still no 4wd.

I took off the actuator and put vacum to it and it works back and forth no problum. I have been getting parts of a 91 4wd and there is no battery in it and when I try to put it into 4h and 4L it does the same thing, so I was wondering if on mine the 4wd system is just not getting electrical power to work. Any ideas?
Hmmmm musta misunderstood. The only other thing I can think then is that the sleeve that locks the front axle is stuck.

Its really easy. 4 bolts, some silicone sealant and some diff fluid. After I did that, I locked the two shafts together permanently since I already had manual locking hubs. Most likely you will have to REPLACE the whole modulator because even though I freed the diaphragm up, it still wouldnt be moved by vacuum.
This is what i'm talking about

Today took the actuator off and the side lock works perfectlly and I toke the actuator and put vacum to each side and it slides back and forth with no problum. That's what I was saying I know now it's not in the front end, everything works right in it.

no you didnt misunderstand there is no way the the fork is stuck and keeping the 4wd shifter from going into 4lo once you in 4wd and the front axle is locked its done it either has to do with something in the cab and or on the xcase or in the xcase

I'll check this next hopfully today when I get home.

Well today I took off that cover over the shifter and fixed the problum with it staying in 4L by grinding the metal bracket a little bit more and it works great. After that I lifted the whole truck off the ground and put it in 4L and nothing, so what I did was put it in 4L and ran a vacum line down to the accuator on the front diff to engage the sleve and the 4x4 light came on but no front wheel spin.
I looked on this page http://personal.utulsa.edu/~nathan-b...26addcontr.pdf
if the Transfer Position Switch is bad, will the tranny shift into 4wd?

if your going to pull it off yes you could test it but you might aswell replace it. think about how old your vehicle is if its good then maybe a year or two down the road it could go out when you really need it. thats my 2 cents on it

'99 Tacoma 4WD Will Not Engage-Solved

After reading every thread I could find on the issue, I figured it was vacuum or electrical related because the system was working fine 2 weeks ago.

Toyota was estimating $900.00 for the actuator or possibly $600.00 for the servo, plus labor.

The Actual Problem was that while attempting to get my truck through EPA, I had removed and cleaned the 1 way vacuum valve to the left of the battery and unknowingly re-installed it upside down - (White UP) Doh!

Here it is shown back to correct position - Black UP!

I took my truck to a recommended shop here locally and told them everything I had done recently, so they knew where to look.
Tah Dah!!! After confirming the system engaged fine when
vacuum was applied, The tech turned the valve back around to the correct position and 4WD was fine again.

If this valve is clogged it could cause the same problem, so
for systems not engaging or stuck in 4WD, this is the first place I would look.

The mechanic bookmarked this site for future reference
after I told him how much information was available here.

Thank you
