I have a 1991 4Runner with the 3.0. It is having a cold start problem, sometimes if given a little throttle with the cold start injector unplugged it will start or if pull started it will fire right up. Once it starts the first time it will start easy all day unless you let it sit for a few hours.

Cold start injector tested in a jar and is working
timing is set to 10 degrees while idling at 800
Fuel pressure at 42 psi and holding
runs great once started and starts easy once warm.

What am I missing here? TPS, a sensor, injectors, timing belt? Where do I look next?

haven’t found any vacuum leaks when testing with brake cleaner
