I believe it's part of the a.i.r. system- air injection reaction. it is used to feed air into the exhaust to help reduce emissions like the much reviled, and oft disconnected, smog pumps and diverter valves did with the carbureted engines. the system may work as it is, but may fail the visual test at an emissions test facility.

The other problem is that hose being open like that allows air into the intake and bypasses the air filter. It wont effect the short term driving, but it's also an large open air leak; the air still passes through the AFM, so it wont change the way the truck runs.

it doesn't thread into anything- there should be a plastic toilet-float looking ball thing below the throttle body that it clamps to.
