22r timing problem

22r timing problem

I put a new head on my 22r motor. Then went to bolt the timing chain with the sprocket it seems really tight. I coundn't get the sprocket on by hand I had to tighten down the bolt for it to fit on and it just seems way to tight. Is this normal? I'm not sure what to do.
