22R Electrical Issues (maybe?)

22R Electrical Issues (maybe?)
Guys:
The under-hood fuse and power block (22R carb)... I think I might have fried it or something in there.... Sparks flying near battery and fuse block upon an initial start. I checked all of the links and fuses, but they're all OK.
Still... I'm no good at tracing down electrical stuff... Can anyone give me some insight as to what those two relays are for and/or how to check them? Are either of them connected to the ignition?
