1995 Toyota Tacoma 3.4L starting issues

I have someone in the family who has a 1995 Toyota Tacoma, that was running fine until some time after he had the fuel filter fixed. This is what we found to possibly be part of the problem.

He thinks that the reason it won't start is because of the catalytic converter, because a code said so. he put lacquer thinner in his fuel, because it claims to clean out the system. After erasing the codes, that code for the cat didn't show up anymore. I strongly believe that a fuse blew, belief that fuel pump may have gone bad >, or bad battery(yes, obviously came from Walmart, and there is history of bad batteries coming from there). If we try to start it, it will crank, and now he is convinced that the fuel pump isn't giving gas while cranking.

On a side note, I took the battery from the terminal, and saw that just from starting to charge the battery, it's power amps were just above 25%. *This is not an advertisement* I do not recommend batteries from Walmart! *This is not an advertisement*
