1990 pickup carb problem

I recently purchased a 1990 Toy pickup with a 22R motor /5 speed that has 110K miles on her. She idles at a high RPM and she smokes some because of this. The smoke is not oil smoke. The former owner thinks the carb needs rebuilding but a mech told me that that it is more likely something else on the carb that needs replacing. I can't think of what he said but he said that the truck didn't need it, and it could be plugged and the truck would run purfect.
Any of you guys know what he is talking about ? and if so....can you help me with this quik-fix ???

Here's a good check:

With the engine warmed up all the way and idling, take the top of the aircleaner off so you can see the butterfly plates on top of the carb. As you are looking toward the back of the truck, the one on your left (passenger side) should be vertical (100% open), and the one on the right should be barely cracked. If not, hold the passenger one all the way vertical by hand, and blip the throttle (reach behind the air cleaner and operate the gas). The idle should drop to normal (sub-1000, ideally 7-800) at that point. If not, a linkage is disconnected somewhere. If yes, then either your choke breaker or choke opener are hooked up wrong or have blown vacuum diaphragms.

I shouldn't say they are DEFINITELY broken, things could just be very dirty and hung up. Hose everything down with a good carb cleaner too, that may help tremendously.

Also, the carb could just be adjusted wrong, likely to cover up another problem like a vacuum leak.
