1990 4Runner 4wd issue

Hello I have a 1990 4Runner, 3vze, 5 speed Manual, And it does not have manual hubs. I was replacing the cv axles and I noticed the front differential was engaged. I turned the vehicle on and moved it back and forth trying to get the diff to disengage but nothing, The 4wd light comes on and off, But even when its in 2wd the front drive shaft is locked to the cv axles. Does anyone know my issue?

The 4WD light is an ADD shift collar position indicator that should only illuminate when the ADD collar goes into its engaged position. The 4WD light should go out when the collar shifts to the disengaged position.

If the axles are still coupled to the driveshaft when the ADD collar is disengaged, there is some mechanical fault in the differential......or maybe someone has performed some modifications......
