1987 Yota will not start, changed starter...
I changed the starter about 4 weeks ago was starting fine, the key tumbler was loose and will not return on its own. I have power, lights etc so its not the battery. What else could it be. Also how do I get the front pad off the steering wheel in order to pull the dang thing off? Don't find any screws or bolts, etc.
Need to get this fixed as soon as possible as I am having to drive my f350 dually diesel 2WD, which is a really drag at this time of year in Alaska!

Welcome to YotaTech, and Hello fellow Alaskan
First, try to describe what it sounds like when you are starting it. Also, is it a 22r or 22re?
Look under the steering wheel, there should be a bolt or two that hold it on, then you just need to pry it off.

fellow Alaskan know anything about timing we have an 85 Yota taht we replaced the rear oil seal after tearing down the entire engine it sitting for a year put it all back together and got it running but the timing is really off, advanced the distributor could it be the timing chain? Would take them all to a mechanic but none around you can trust here plus pockets are short...prefer to self do anyway.

No, I don't know much about setting the timing. Do a search, there are tons of posts about it.
Check the wires from the battery to the starter, and from the ignition cylinder for damage.
are there any CEL codes?

do not have anything to check codes, guess that would be handy thing to have, will check wires again carefully to see if anything overlooked, but they are in good shape thanks for the suggestions though.

To check for codes, take a paperclip, stretch it out. In the engine bay on the left side is the fuse box, next to it will be a smaller box which says "diagnosis". open it, and there will be some holes and what-not. On the inside of the lid should be a diagram of what each one is. Take the paperclip, put one end in "te1" and the other in "e1". It might just be "te" and "e" on the '87, I can't remember. Then turn the key to "acc" and if there are any codes, the check engine light will flash. Count the flashes. if there arent any codes, it will flash fast without any breaks.

will it push start?
my truck did the exact same thing last week.
power to everything... just nothing to the starter. i banged on the starter, nothing.
I had a little bit off corrosion on my battery... just a little tiny nug on the bolt. I pulled it off, scuffed up the post and the terminal with a wire brush.
Put it back together... started right up.
give it a shot.

try the one on the dash if it works it means the one on the clutch pedal is not working.
pop starting it is a good test.
when my starter went out for a few days I had to park on inclines so I could pop start it or leave it running if I was just running into a store.
in the shop manual link there is a section to diagnose the the starter relay and how to jump and read the codes.

Thanks to all of you for your suggestions. We did think about popping the clutch but the weather has been minus 0 the past week, more like -16 during the day so we did not want to get stuck at the end of our friends road and block it from his neighbors however its supposed to get to sungle digits this week so we can try all the suggestions.
Thanks again...
