1987 4runner windshield wiper issue

I have had this runner for about 3 months now fixing little things here and there. The guy I got it from had snapped off the selector so I bought a new turn signal and wiper switch stoked to get out in the snow it cranked 3 times and then went out on me again. I went and bought a multi meter to do some tests and found that all the switch wires are sending power correctly. The fuse under the driver side dash was all corroded and no longer working, I replaced it but still nothing. I tried testing the DC V on the switch plug the larger of the two read above 12V so that was good but the smaller one is reading less than 12V even when I have the vehicle started I will list a picture bellow, does this mean I have a short somewhere? Its super close to 12V so Im not sure if thats the issue but its not consistent with other ones I tested.

Update

I fixed all of the Voltage issues getting voltage all the way to the plug that connects to the motor so now I have removed the motor and using my multi meter I have found that all of the wires Are sending power but not consistently when tested without power. Looks like that might be the problem no? I am going to connect it to my battery and see if it goes.
