I have a 1986 Pickup 22R. When I start it the engine revs and feels like the throttle is sticking, as if my foot is on the gas. Additionally when I go to start the truck the engine is sometimes flooded so I have to open up the good and keep one of the butterflies on the carburetor open to start it. I am completely new to engines and bought this truck to learn about them and was hoping someone had some guidance on what I could do to stop the throttle from sticking.
Well, my approach to getting a used vehicle.
change all the fluids. Engine, coolant, trans, diff.
replace all the ignition parts; plugs/cap, rotor/ wireset with Denso.
remove most/all aftermarket accessories previous owner added.
Fix any poor wiring repairs(I solder and shrink tube)
make sure vacuum tubing routed correctly. Easier said then done, I admit.
and get a factory service manual if possible, or one by Bentley. I’d avoid Chilton or Haynes.
Flooding issues are usually needle/seat or float level. But I’d do all of the above before pulling a carb.
Sure the throttle is sticking? Cold starts on a carb sets the fast idle which is 3000 RPMs. Regular idle is 700 RPMs. Do you have an owner's manual? Below are pics of starting procedures from an '88 owner's manual. These work on my '87.
Thanks for sending this. I might have done the cold start up at one point. However, now when I start it up it stays on the fast idle for the duration of the drive and does not come undone. I could drive for a bit and still is revving.

Maybe the carb linkage is hung up. Get a mirror and flashlight and look at the back of the carb. If gummy spray the linkage with carb cleaner.
Has it ever idled low, at the 700 rpms? Maybe the PO set the low idle to 3000 rpm. I'd check the timing and then the carb adjustments.
If you're not aware, RockAuto is a good place to find inexpensive parts including plugs, wires, rotor, dist cap, etc. Also there are a lot of parts still available through Toyota.
I will give that a shot. I have had the truck for about 3 years with minimal issues, original engine with 120K miles on it. The idle was low when I got it and this issue stared acting up last summer. Once the engine warmed up it generally would unstick and be fine. I am thinking you might be on to something. Thanks!
I thought you had recently acquired the vehicle.
Did this issue recently develop? Was there any work under the hood prior to this condition starting?
This is the Toyota carb, not aftermarket(weber)?

3k rpms? Are you sure about that? Sounds awful high. 1300 i would believe…
Below is a list of what the previous owners did. This is the original 86 22-r carb not aftermarket. I would say it happened every now and then, but around oct/nov it essentially got stuck and hasn't stopped revving since.
New Spark plugs & Wires
New Clutch Master Cylinder
New Clutch Slave Cylinder
New Fuel Filter
New Shocks
