Urgent Help Removing Spare Tire

Urgent Help Removing Spare Tire

I am not sure what I am missing or doing wrong here but I cannot lower my spare tire. I have the proper tools including the long rod. When I insert the rod into the rear of the truck and connect to the crank, the rod moves freely and nothing is engaging. It seems like the rod is too small in diameter as it doesnt turn the crank. I have the same crank as shown in the pic below. How is the rod supposed to connect to the crank? Does it go in the inner or outer diameter of the hole? Is it supposed to mate with the notch? If so, what tool should I use? I have an off-roading trip this weekend and want to make sure I have a spare. Thanks!

Imagine that in the photo is a flat screw, and the rod the screw diver. Mate the rood with the hook side ("screw diver") in that thing ("screw").
