Surging issue when starting in 1st gear

Surging issue when starting in 1st gear

I've been living with this for 5 months now and it's really annoying me. I've tried fixing other stuff but it continues. Any help would be greatly appreciated.

Here are the conditions:
engine is always warmed up
only from dead stop at red light in 1st gear
I release the clutch and unless I go really, really easy it surges
the surge lasts until I reach 4th gear and then for another 30 seconds or so

It doesn't always happen but I can't stop it from happening at other times. Sometimes I have to kill the engine to stop it (ie I have to stop the engine for another red light and I won't allow it to rev high in nuetral). I've tried revving the engine slightly higher and then dumping the clutch with no change. I've tried easing the clutch out real easy with no change. I can't figure out what causes it and what doesn't.

Known problems that may be contributing:
BVSV (the rear one with 3 ports) has a broken top port that I attempted to fix by plugging in a T fitting with super glue. This has broken off so I plan on replacing it with a junkyard BVSV as soon as I can get to the local junkyard.

Vacuum leaks from all the old vacuum hoses. I called the dealership today and they wanted $50 for 2 hoses: the hose from the valve cover to the air cleaner and the hose from the pcv valve to the carb. Any idea how I can replace those cheaply?

Engine is still running slightly rich as I'm still in the process of fine tuning the carb.

Any help is appreciated...

You can get the hoses from 1sttoyotaparts for cheaper than the dealer. You can replace the regular vacuum lines with generic hoses, but the molded hoses usually need to be genuine Toyota ones. You better get those hoses before they disappear forever. There are a few vacuum lines that are no longer available from the dealer for my 84 22re
