Rust

I have some rust on my 85 sr5 truck, and was wondering what is the cheapest/easiset way to fix it? I was thinking maybe i could just rub bed liner over it, because i will be getting a bumper that wraps around a little bit anyways. Any ideas?
Here are some pics
Also the white stuff is wax lol

Tape off your rocker panels, fender flaring etc.. all the way around your four runner, now sand the rust and all that area until its extremely scuffed, every last bit... Remember no sand, no stick... Then wipe it all down with xyletol (xylene) and herculine the out of it, and if it rusts again, fuggedaboutit.. its a 20 something year old vehicle.. people get used and so do trucks. Thats what they're made for.

Spray it with rust-mort once you get it down to bare metal. It "kills" rust. then prime and paint/undercoat/bed liner...whatever you want to do. Will last for a very long time this way.

Also take the inner bed panels out (be careful, the bolts break very easily) and clean the dirt and crap out that caused that rust to begin with.

ALL of the 2nd gen trucks rust out in the bed seams. I ended up cutting the rust out, welding in new steel, welding in the seams all around, grinding smooth, body filler, sand, prime, paint, perfect.

As far as a "cheapand easy" way to fix it. Nothing. Nothing permanant anyways. Covering it with bedliner will just make it harder to fix again in less than 2 years, because it will keep rusting through. Either you fix it right, or just leave it alone until you can.
