Redline weber missing part

My stock carb is really running poorly so i found a weber 32/36 dgav-33-b_1 at the local junk yard. For $25 i figured i couldnt go wrong since it had an adapter for my stock air cleaner and had an electric chock. But my Question is that there is a part missing and when ever i go online that part is missing from the picture too. I didnt know if i have to buy this part separat or what. I attached a file with a picture of the part missing

These carbs can be set up with different chokes. I just went out and looked at the one on my bug motor and it's the same except I have an actual cap over that section not a plug.

I thought the chock was on the other side. I got this round plastic thing with a mettel wire connector on it so i assumed thats what that was

ps: looking closer at it now i also noticed that the 4 holes around that thing isnt threaded for screws

I just checked and mine is a 32/36 DFAV. Which is capable to be setup for the waterchoke. This is just a cap for that system I believe.
