Pitch and roll on old 84 2WD

Got an old 84 2WD 22R and love it. 31 MPG and going strong. Only bad thing is that it drives like a tub of water going down the road. Pitches and rolls even on flat pavement. Hit a turn and it feels like you have the bed full of rocks or water. I have yanked and pulled on every item in the front suspension. BJ's don't budge, tie-rods are tight, front shocks are brand new and have rebuilt the idler arm. Everything seems pretty solid excepting the steering column. I adjusted the screw (1 full turn) on the steering box and this took out some of the play in the wheel. Also noticed that if I yank on the steering shaft, it wobbles at the firewall junction.

As far as the pitch/roll going down the road, what are the most likely causes or things to look at?

check the sway bars

Don't see a sway bar under it like I have on my 94. I am assuming the two diagonal bars forwards of the control arms are the sway bars?

yep .. I have seen the bolts rusted and loose .. check both ends .

Confused. Should I crank these down tight at either end?
