That would probably be the switch itself, shouldn't be any power at the resistor when the switch is off. Quick fix though, on both accounts.
Might I recommend avoiding Airtex Wells heater switches at all costs? Cheap plastic innards failed after <2 months on mine. Buy OEM one at a junkyard, much better off.
