Crankshaft Bolt is Seized

Crankshaft Bolt is Seized
My timing belt broke. Everything that needs to be torn of the front of the engine is off except for the crankshaft pully and the plastic piece behind it.
My problem is that the bolt is horribly seized. Even with having been soaking it with PB Blaster for the past few days, an impact gun isn't even taking budging the bolt.
The suggestion after that was to set a breaker bar against the frame and crank the engine. Did so. The bolt was so tight, the starter couldn't even turn the bolt. Eventually, the starter broke the (19mm) socket.
I know need advice on what else I can do. I was told that the bolt is robably so thight because of the truck is an off-roader and all the dirt, dust, and water has seeped in there.
Thanks to all that can help me out.

Make a relief cut on the washer part of the bolt. Just a slit with a cut off wheel will work too. Make sure you don't nick or damage the pulley in anyway. Protect it with scrap metal or something.
It should come right off, but you will need a new bolt - $10 bucks
