coolant hose thing?
ok so i had a antifreeze leak and it was leaking out of this thing in the picture, i took off the intake, tightened it and no more leak, before the leak i had this high pitched whine comming from under the intake was told it was a vacuum leak, decided to look for it today, its the same thing i jsut tightened! it was whining before i tightened it and after, idk what to do or what its called i know that coolant runs through it though, does anyone know what this is called and why it would be whining but not leaking any coolant, if it comes down to it i guess i can jsut take it to a shop, but id rather fix it myself. thanks in advance guys. its the thing in the middle of the picture that has the brown tube with the 2 posts on the side and the one on the top.

Yep, looks like that is the BVSV (Bi-Metal vacuum Switching Valve), sends vacuum to the EGR modulator once the engine warms up enough. At least that is what the one on my '85/22RE looks like.

So then why would it be making a whining sound? Anyone have an opinion? If not then I guess i'll have to call the stealership after I get off work and ask them and see what they think I have to fix this so I can get the stupid thing smogged put too much time and money into it to just give up haha thanks guys at least I have a jumping point now

ok so i took an even closer look and theres not a vacuum leak in the bvsv valve, its right next to it where the intake manifold mates with the head, when i tightened the intake bolt down a little the whine died down a little. not a good thing, so any ideas of what i could do? don't really want to take the intake off again but i guess if i have to i can, the bolts in the back are a pain to take off and put on, but anyways i dont want to try to smog it untill i fix this leak, but do y guys think it would smog if i adjusted the webber carb, changed the oil, filters and plugs? btw i run chevron supreme gas so that helps it run alittle better. any suggestions would help i'm jsut stuck and have no clue what to do

Well the proper procedure would be to remove the intake and check the mating surface with a straight edge and take it to a machine shop as necessary (if its not true).
Then buy a new gasket and bolt it back on. Now, if you don't want to do that... re-torque all of the bolts and see if you can reduce the leak. If that noise is gone, find some carb cleaner and spray along the entire mating surface (with the motor running). If there is a leak, the carb cleaner will be sucked in to the combustion chamber and RPM's will either raise slightly or drop slightly (I can't remember which, but the motor will react either way).
If there is no reaction, you got rid of the vac leak good enough. If it reacts, a leak still remains. You can attempt to richen the idle mixture a half turn or so. It's always good practice to change your oil and plugs before a smog check (for me, it's a last chance, keep your fingers crossed and pray to God it passes sort of practice).
