84 Runner not starting

I've been working on my 84 runner lately and I am a bit puzzled. It has a 22r, I have replaced the carb recently with a Weber 38. I was experiencing some backfiring and decided to redo my carb gaskets, and replace the intake manifold gasket. Once I got everything back together my ingintion fuse kept popping when I would turn the key to on. I have no answer for is this. I'll try to explain my experimentation a bit now, on the carb, I needed to connect a red wire to the electric choke. I had 3 other wires, 1 white 2 black. The tech folks told me I did not need the white and the black wires that connected to the old O2 senser, so I cut them, and connected the other black wire to a ground spot. I drove around like this for about 6 weeks until the backfiring started. Everything had been working on the truck except I had lost power to my power windows and climate control. I allowed the black wire to float in space during my experimenting and tried cranking the motor. Suddenly, I have power to the windows and climate control!!! However, the engine will not turn over. I poured gas into the carb, and the engine would turn over, so I took the hose off the fuel pump, and i noticed I was not getting any fuel to the carb. All this happening with out that black wire connected to anything. I guessed the fuel pump was bad, I replaced it and got same results. I am assuming I am not getting proper ground on that wire now. Anyone using a weber 38 out there want to show me how they have their carb wired. I am guessing this wire is preventing the carb from sucking in any gas. Any clues, help, or cool guy pictures to follow with my problem here? Thanks in advance.
