Hello, im new to the forum and looking for a little help. I swapped a carb for a used one on my 22r anD ive got a running issue now. It starts and chokes down and will surge up to high idle then back down to around 300rpm. When i partialy restrict air flow it runs. What would cause this?

It might be a vacuum leak. The plate under the carb was warped and it caused all sort of problems on my truck. Try spraying carb cleaner around the base and see if the idle changes.
