Thorley header

Just picked up a Thorley off of CL and noticed they fill in a hole.
What is up with this?

Got it for $150

Anybody have a simple fix on how to plug the top holes for the smog do hickie thingamajig bar tube dilly? (Ill remove smog stuff when I move out of CA)

Best Gasket?
Studs or Heli Coil and bolts?
Or Studs, bolt, retainer, bolts
