Having problems setting wheel bearing preload

I am finishing servicing my front axle. I torqued the bearings according to the FSM. The problem is the passenger side has quite a bit more resistsance than the drivers side. The drivers side will spin freely for a round or two and the passenger will just barely make a round. What could it be?

That sounds too loose. Or not enough grease?

Not enough grease in the knuckle? I packed it about 3/4 full on both sides...also this is with a tire and wheel mounted to make spinning easier.
