Hi, this is essentially a Toyota truck site. However, if an original carb, either a rebuilt or a rebuildable one, is not available you could probably go to a Weber 32/36 fairly easily.

After Googling up some pics for comparison, the carb base plates on the 20R, 21R & 22R all look very similar. Also the pics I could find of installed 21R engines also look very similar to the 20R & 22R. Seems the 21R was not certified for the US market at the time (emissions differences), so the 21R appears everywhere else in the world on Toyota vehicles between 1978 to 1987.
I agree with L5wolvesf that the Weber 32/26 should work but there may be some fitting/fabrication involved. According to Eurocarb Ltd UK the base stud centres are 93mm by 46mm. Eurocarb doesn't seem to offer a kit for the 21R but they do have just the carb for 215 pounds + VAT & shipping (about $280 US + tax & shipping).
From the pics I'd think the 22R carb would work. The baseplates look exactly the same to me but you'd have to look & decide for yourself. If you'd prefer to get a stock Aisin carb for a 22R it looks like you can only get em here in the US. Closest matching example I can find:

I also found the exact same carb, from the same company, for $50 US less on Amazon:
Don't know about the electrical hookups for the electric choke & fuel shut off solenoid; you'd have to compare your connectors to the pics to see if you'd have to mod them. Again, compare the pics to what you have.
Also don't know if National Carb will ship outside the US but it's worth an email to ask. I got a carb from them for my '78 20R & I'm very happy with it. They do a great job rebuilding these.
Hope this helps.
