1983 Smog Pump?

Hey all,

I have a 1983 4x4 that I desmogged a few years ago with a Weber 32/36 and the whole LCE package. After I did this, I took it through Oregon DEQ and passed no sweat.

This time, however, I failed miserably.

HC are 1593 when the max is 220.
CO2 is only 2.0 when it should be 6.0

This suggests that the catalytic converter is not functioning properly. I figured I might need to reinstall my air injection setup so I dug out my box of smog parts. And guess what: there's no smog pump. I have the tubes and the valve with hoses on it but no pump, no pump bracket, no belt. I don't believe the truck had one when I got it. I cetainly wouldn't have tossed it.

Now I'm wondering if it even came with one from the factory. The truck was totally original under the hood when I got it. A million miles of vacuum hoses, stock air cleaner, stock exhaust. Stock everything. It seems unlikely to me that someone would have removed just the smog pump and left everything it fed.

Did Toyota sell these trucks with the air injection setup but no smog pump? Or am I misunderstanding the functionality of the system and it doesn't actually need the pump?

My current theory is that the lack of air injection killed my cat. It was still working when I did DEQ right after the desmog but in the two years since, the overly rich condition has killed it. Does that seem reasonable?

UPDATE:

Well, upon closer inspection, I've determined that my truck in fact did not come with a smog pump. My air injection valve is very simple. It has one inlet that runs to the air cleaner, one outlet that runs to the air injection manifold, and one small vacuum fitting, which I'm guessing runs to the air cleaner. I figure high vacuum situations (idle) open the valve and feed air to the exhaust.

So my question is now simplified:

Does the community think that I killed my cat by removing the air injection setup and allowing it to run too rich?

You are correct that many 22Rs did not actually use a smog pump to force air in but instead simply use vacuum to pull it through the system with the exhaust pulse.

Have you ever had the cat replaced or was it original to the truck? It's definitely possible you plugged it up but it could just be old and less effective as well.
Also, your Weber could need to be re-adjusted.

I have to tune mine to pass emissions anyway. It will not pass with the jets and timing set for most smiles per gallon.

Update:

I've gone through DEQ 3 more times and my hydrocarbons are only climbing.

1st test: ~1500
2nd test (adjusted carb and reinstalled air injection setup): ~3200
3rd test (disconnected fuel tank charcoal canister hose from intake manifold and plugged fitting on manifold): ~3700
4th test (replaced cap and rotor, adjusted timing from 0* at idle to 8* advance at idle): ~4200

What in the F is going on here? I've verified that my cat is indeed non-functional by using an infrared laser to check its temp and establish that the outlet side is cooler than the inlet. So it definitely needs a new cat BUT it seems like something else is wrong as well. It's just getting dirtier and dirtier and I don't want to destroy a new cat by putting it on a sick engine.

Anyone have any ideas? My spark plugs are oldish but don't look too terrible; I'm going to be installing new ones before a retest but they don't seem responsible for the steadliy climbing hydrocarbons in each test.

5th test (all new spark plugs): ~2200

Headed back in the right direction but now I'm out of quarters.
