I don't know of a specific law that calls them out here, but they would probably be illegal under this law:
RCW 46.37.517
Body and body hardware.
(1) The body, fenders, and bumpers shall be maintained without protrusions which could be hazardous to pedestrians. In addition, the bumpers shall be so attached and maintained so as to not protrude beyond the original bumper line.
On top of that, bumpers with stingers, like any tube bumper, generally don't have the 4.5" vertical face that is required here.
Your laws may vary, but I would bet they are similiar.

Call your local State Trooper office and ask them specifically.
My "family" and "friends" used to give me all kinds of BS about my 85 for whatever the reason so I called and learned that in Alabama as long as it moves under it's own power it is legal. I politely told them they didn't know WTH they were talking about and told them to call the State Trooper office and find out for themselves...so they shut up.

I would say that it is most likely illegal. Similar to the way it is illegal to drive around with plow frames on your truck year round. However, most everything on that truck is illegal according to MA.
My brother has been driving around for a year or two with this gigantic stinger on his jeep and hasn't had a problem so far.

Just paranoid. It will look a little less ridiculous when he finishes his build. (it is going on 38's, front axle moved forwards, rear backwards, full widths, fender bars, etc. Regardless though, it is a monster, haha.

theres probably a law that says an amount of how far it sticks up and out, but im sure if it one comes a few inches over the hood and do sent stick out 3 feet no cops would really car, all you have to do is drive good.
