need help with wheel bearing preload

So I'm rebuilding my knuckles and replacing my wheel bearings and ran into a snag today. I'm using a TG knuckle rebuild kit and TG wheel bearing kits to do the front end on my '83 4x4 and this is the problem I have: After packing and installing wheel bearings and inner seal and installing on spindle, I put on the thrust washer and torqued the adjusting nut to 43 ft. lbs. now this is where my haynes manual says to rotate the hub each way 2-3 times...the hub wont move. So I loosened the nut until it would turn by hand and spun the hub left and right a few times. I checked the drag and its about 20 lbs with the nut loose. once torqued to 18 ft. lbs, it takes 2 hands to spin the hub and maxed out my 55 lb pull scale. Ive tried loosening, tightening and lots of spinning but nothing. Its very tight when torqued to 18 ft. lbs. what am I missing here?
