Head gasket? When you start it up does it leak water out the exhaust? or does the oil smell like antifreeze

Oil looks and smells good and no water out of exhaust.

Most likely a carb issue. When hot do not step on the gas when starting. Mixture could also be too rich, also try cleaning the carb with some seafoam.

For an '83, check your Hot Idle Compensator (HIC) on the carburetor.

Check to see if the carburetor is flooded after shutdown. It is common for the carburetors to leak fuel into the intake manifold and cause a no-start. If so, Toyota says to floor the gas pedal and hold it there until the engine starts.

Another way to see if the carb leaks is by checking the fuel level in the sight glass.
