22re, trouble firing up

I have an 88' 4runner with the 22re motor in it, and i'm having problems starting it. When I turn the key, the motor tries to start, but never turns over. I do smell gas coming out of the exhaust so i'm pretty sure its nothing to do with the fuel. I've noticed some "spitting, studdering" before she went down, and when i checked the plugs and wires, plug #4 was soaked with gas. So, i'm thinking its the plug wires or the distributor. Is that a reasonable possibility? What do you think might have happened? Plz reply! Thanks

My old toyota got some water up under the distributor cap and threw the spark around under there causing a lot of sputtering and hard starts. It was fine after I got the water out. Good luck.

srry guys, been really busy, and thanks for ur replies. So i dried out the distributor cap, and, Viola!
I do live in Hawaii, so it does rain more than usual, especially now, during the winter seasons. So, is there a way to seal the cap to lessen the chance of moisture getting in?
