It may be the pulleys aren't lined up properly, or there isn't enough tension on the belt ... or maybe too much causing the pulleys to flex.
If you remove the belt, is there any play in the ps pump pulley, meaning if you grab the top of the pulley and push / pull it towards the front of the truck, is there any movement?

A couple of years ago, I thought my fan clutch was screeching. Turned out to be the belts were getting old and weren't tight enough. The fan clutch was fine. No noise since.
