Diaconnect the linkage and confirm its shifting into each position. If the electronic side is fine. You can check the external mechanical side ie linkage. And skip the linkage by operating it at the trans with no linkage hooked up. If you still get no 4lo sounds like you had a internal failure ..

It wont show up on Diag, This is a hard wire issue and does not go through the ECU (The source power does come from the ECU but that all it does).


You can check to see if the solenoid is bad or not getting power.
Pull the plug off of it and use a volt meter and see if the planetary solenoid is getting voltage, The other wire is ground, Sorry I don't have the wire color code.

Ok guys.. The mystery has been solved... It's embarrassing to admit the problem, but I'm eating crow on this on... Long story short.. A few months ago I changed the ECU in relation to a different issue.. I was so adamant that the ECU part number was correct for the 94 4Runner that I didn't even notice the 4X2 in big blue letters right on the tag!!! However the 4H still worked.. No signal was being sent for 4L.. Thank you all very much!!! This one is on me!
