92 Toyota Truck, 22re wont start cold

22re wont start when it cold, i have put plugs, wires, cap, rotor, fuel filter, air filter cleaned(K&N), temp sensor, fuel injection thermal/time switch. I put the thermal switch in it cause when i was checking the ohms and it wasnt near what it calls for in my toyota manual on how to check the ohms and what the values are to be near or around. If i keep my truck inside the garage, which is around 50 degrees, it starts just fine. It seems like to me that it is flooding itself when its cold, but i could be wrong, but if you keep cranking off and on, it will eventually start. It is not throwing any engine codes or anything. I know if i unhook the cold start injector, it seems to me, that it starts easier, but still doesnt start as like it has always before. Any help would be greatly appreciated.
