91 pickup 22re code 43

I have a problem with my pickup. I pulled the codes by jumping the terminals and got code 43…

STARTER SIGNAL--NO "STA" SIGNAL TO ECU UNTIL ENGINE SPEED EXCEEDS 800RPM
--IGNITION SWITCH/CIRCUIT
--ECU

Now the only I have recognized symptom is a rough idle, which when the engine is cold is hard to detect because it sounds like it idles fine, but with concentration I can notice a slight hesitation. Once it warms up to normal temp ranges the idle hops around idling anywhere from 750-1400 (give or take 50rpms). To give you guys a better idea of what I mean it is running like the engine is overheating and trying to spin the fan faster to cool it down but maintain a normal idle, but it’s not overheating. After a few seconds of it doing that it idles fine; higher then normal, but at a steady idle around 1000-1250. I have felt some hesitation while driving only when I take my foot off the gas… My dad says it sounds like a vacuum problem and I just wanted to get your opinion before I go head first into this.

I live in California, and I have the same problem but I have to fix mine asap for smog check...
my codes are 43, 52, 71
