Warn winch questions

found a good deal on a used warn 9000 premium series. my question is does the clutch handle/ right side of winch able to rotate? This winch i'm looking at has the clutch handle facing front wards, so that it is in the same position as mounting hardware. He had a bumper that had a hole in the front for the clutch handle. Can i loosen hex screws and rotate handle/winch end upwards for my TJM 17?

Unless Ive understood something he wants to move the handle from its current location buy rotating that assembly of the winch (the planetarys are on that side IIRC) and the housing can be rotated and the bolt pattern works at all 360* positions. rotating the housind/planetarys/handle forward or backward...

Unless I missed something...
