Next time you drop the tank, take out the sending unit, reconnect the wires and turn on the key. See if it will go to the empty mark, if it does then all you may need to do is bend the float arm.

We cut holes in the floor of the E250/350 vans at work to get at the fuel pumps! Use lots of silicone afterwards!

After pulling the sending unit out one more time, I found that the internal ground wire was not grounding properly. Instead of tracing the wire, I added an external ground wire and the gauge now seems to work. Time will tell.

Glad to hear that you managed to sort it out (??possibly??), although I am curious as to whether or not you could access the wiring in question through the little access door under the rear passenger seat, or if you had to actually go into the tank to get to the wires?

With wiring it is often easier to do exactly as you mentioned since it can take countless hours to find the actual break in the wire.

I had to physically check the sending unit to make sure it was working properly. Hence, I had to drop the tank and pull the sending unit. The access opening only provides access to the plug on the top of the sending unit.

I'm able to access the wiring harness through the little panel on mine and thought that you could do the same just to test out the circuit, although I guess your problem runs somewhat deeper than that, huh:?
