Foglights quit working

Foglights quit working
Well, I know some about electronics, but dont have a multimeter or anything to test with, but my foglights were acting funny a while ago. when I would turn my car off, a few times they wouldnt turn off with it even though they are linked to their own switch that can only be turned on if the lights are on.... but if i turned off the lights and or their switch they would stay on.
that happened a few times but didnt worry too much about it cause they would kick off before it killed my battery. But now I have the opposite problem; they wont turn on at all... and I dont know where to start looking.
Does anyone know if the stock foglights have their own fuse? or would one burned out bulb cause both to quit? I'm at a loss for what to try

The people I got it off of kept it bone stock and only ever took it to toyota service departments, so I'm pretty sure they didnt put higher wattage bulbs in them.
I looked at some of the wiring in behind the front grill and it looked to be in great condition, so I dont know where it would be corroded if not there.
As for the relay idea... I'm not exactly sure what a relay is. I thought it was a sort of electronic switch. Is it possible that it has gone bad? or is it more of a fuse type thing that can easily be replaced?
