Help with pulleys!!!

I just put a new Power Steering belt on and when I fired up my rig, the belt started shredding. I found out that the Tension pulley isn't turning. Its just stuck in place. I dont know if thats spose to rotate or if my belt is on to tight or what? help?

The pulley is supose to turn all day long. Have you tired turing it by hand? If its locked up you need a new one.

I think you can buy the pulley bearing and knock it out the pulley itself and knock the new one in.
