take it to a shop and have them bead blast it, it should remove most of the rust if not all.

What kind of shop would do bead blasting?

pffft.... I wish my engine could rust, it has so much oil on it theres no way.
I have no idea where they do bead blasting. Most machine shops in my area do sand blasting, thats a similar process.

wd-40 and a steel brush works good enough for me. but to get it all gone and perfectly ready for paint, any sort of media blasting would do.
go talk to a local body shop or a machine shop. im sure they can point you in the right direction.
