Help! Crazy pre-warm up noise from engine passenger side

yep, minor exhaust leaks tend to seal up when they warm up. On mu explorer i had a leak between the manifold, and the y-pipe, and after driving for an hour it would totally dissapear until it had a chance to cool back down.

Ok. I found the problem.
Turns out its not even close to being as serious as I thought it was.
I did some feeling around the engine bay today as I got ready to head out, and it turns out something connected to the EGR was loose, and flapping back and fourth as air passed by it and making that loud knocking noise. Closing it with my hands immediately stopped the noise.
The culprit?

Apparently, the thing I circled in red is loose (is it even supposed to be attached?) and exhaust is blowing into it (the arrow pointing to the left), causing it to flap back and fourth at really high speeds making a loud knocking noise.
I looked in my FSM, and found the name of this part... it is the "Pair Reed Valve" and it is involved in the "Pulsed Secondary Injection (PAIR) System"

Reading some more into my FSM, it turns out that this thing closes or something when the coolant temperature reaches a certain point - thus the reason for the noise stopping after the car has warmed up.
Sorry if I sound so naive, but I am really noobish to cars.
So what I want to know, is this thing really supposed to be attached by screws, or is it supposed to be left free hanging? Is air spposed to be passing it?
Reattaching it seems like a real big pain.

Did you ever get this fixed?
I had the same problem. i just put some new bolts in there. they were either 5 or 5.5 mm bolts. i could only get 3 tight, i couldnt even get the top driver side one in.
